東京の地下鉄「２４時間営業」は、どうしても無理なのか？

　諸外国都市のほとんどの地下鉄は、夜間の時間帯、やはり運行を止めているようだ。日本と同様、地下鉄路線や車両の保守・点検作業が必要だからである。
　 フランスでは、終電後の地下鉄駅構内にも人が入れるように、シャッターを下ろさないでおくらしい。ホームレスの人たちが、冬の寒い夜間など、凍死してしま うことのないよう、地下鉄構内を彼／彼女らの「寝床・寝じろ」にすることを黙認しての配慮だと言われる。僕は、そうした優しさは有って良いと考えるのだ が、どうだろうか。
　しばしば、アメリカ・ニューヨークの地下鉄が２４時間営業であることを、引き合いに出す向きがある。ところが、ニューヨークの地下鉄の場合、

（１）複々線化されているので、夜間だけ半分の路線を止めてメンテナンスをし、もう半分の路線を運行させることが可能、
（２）運行やメンテナンスの安全基準が日本の場合より緩い、
（３）普段から、予告なしに運休したり、走っている路線が急にルートを変更したり、途中で終点になったり、どこかの駅や駅ではないところで突然、長時間停車し続けたり―――と、日本の常識からすれば、出鱈目とも言える運行状況があるにも関わらず、大らかに容認されている、

　など、２４時間営業を可能にする、日本では考えられない要因が備わっているのだそうだ。

シカゴに行ったとき地下鉄に乗ってたら、突然駅でも何でも無いところで止まってドアがあいて、休憩時間らしい工事作業員が乗ってきた。それくらいにはおおらか。
